No. A divorce application must be served by special service by someone at least 18 who is not a party. Your spouse handing it to you does not comply. The papers are still in your hands, and the court can approve that service. Ignore them and you can be noted in default.

Yes. Filing is only the beginning. If the case is still unfinished 365 days after it was started, the court sends a Notice of Approaching Dismissal. Do nothing for 60 days after that, and the clerk dismisses the case. No certificate, and you are still married.
